Two-thirds of the ocean lies beyond national jurisdiction. It holds an extraordinary share of biodiversity, regulates global climate, and contains carbon stores whose disruption would be irreversible.
The High Seas Treaty under UNCLOS on Biodiversity Beyond National Jurisdiction (BBNJ) creates a legal architecture for marine protected areas, environmental impact assessments, and marine genetic resources. However, it remains an enormous architecture gap; the science, monitoring, enforcement, capital, and operating practices to make it real have not yet been done.
Alongside the BBNJ moment, other frontier questions approach decision points: deep-sea mining negotiations through the International Seabed Authority, deep-sea carbon interventions, and the deep ocean science itself.
This frontier is where the next decade's ocean governance, science, and capital will be most consequential, yet it remains the least represented in conventional conservation conferences.
This lab brings the frontier into the room. It is a working session for actors who can shape what happens next, not an introductory briefing. Assuming participants have prior knowledge of BBNJ, seabed mining, and deep ocean science, the room's work is to move from awareness to architecture: what does protection at this scale require in instrument design, capital sequencing, monitoring infrastructure, scientific partnership, and political coordination?
