The blue economy is one of the most important frontiers of future growth, spanning shipping, seafood, tourism, marine technology and ocean finance. These sectors shape how the ocean is used, valued and protected.
Yet the future of the blue economy cannot be secured through industry growth alone. The deeper question is whether industries, capital providers, scientists, policymakers and coastal communities can move from fragmented participation towards shared ocean stewardship.
This requires thinking about capital more broadly: industrial capital shapes infrastructure; investment capital determines which solutions scale; philanthropic capital supports early field-building; scientific capital defines credible protection; and cultural capital shapes whether society sees the ocean as a living system, not only an economic resource.
Today, these forms of capital often remain disconnected. Ocean science does not always reach investors or policymakers in time to shape decisions, and ventures struggle to access patient capital. Coastal communities remain closest to ocean realities, yet often sit furthest from the capital and governance shaping its future.
