Yu-Ning is the first person to be appointed as Chief (Urban Innovation & Excellence) at Singapore's Ministry of National Development. She is concurrently Executive Director (Designate) of the Centre for Liveable Cities and oversees the ministry’s International Relations & Cooperation Division.
Two of Singapore's most enduring urban legacies are its greenery and its approach to long-term planning. Yu-Ning has spent much of her career at the heart of both. As CEO of the National Parks Board, she led efforts to shape Singapore as a City in Nature — delivering major green spaces, advancing marine conservation, and harnessing technology to strengthen the management of Singapore's urban greenery. Before that, as Singapore's Chief Planner at the Urban Redevelopment Authority, she helped chart the country's urban future through multiple Master Plan Reviews and a landmark change to the Long-Term Plan Review process, while also driving the growth of urban analytics and evidence-based planning.
Her interest in how cities can be planned, sustained and continuously improved has been a thread throughout a long public service career that has spanned the Strategy Group of the Prime Minister's Office and the Strategic Planning Division of the Ministry of National Development. Yu-Ning brings this breadth of experience to a wide range of professional and civic roles. She has served as a global governing trustee of the Urban Land Institute (ULI), was the inaugural chair of the Singapore Institute of Certified Planners' Accreditation Panel, and sits on the boards of the Singapore Tourism Board, Land Transport Authority, and Gardens by the Bay. She holds degrees in architecture, urban planning and public policy from the National University of Singapore and Harvard University.
