Biography

Timothy Low leads the team responsible for the strategic impact of philanthropic funding at the Community Foundation of Singapore, spanning charity engagement, grantmaking, programme evaluation, and community impact funds. He works to connect donors, charities, and communities around Singapore's most pressing needs, and to grow philanthropy that is catalytic, evidence-informed, and enduring.

A facilitator and convener at heart, Tim has spent his career building the structures that let capital reach effective solutions. He was most recently Chief Operating Officer at Tri-Sector Associates, a consulting firm advancing cross-sector collaboration and catalytic impact capital, where he led fundraising and laid the groundwork for the firm's Horizon Leadership Council. Before that, he spent over seven years in senior leadership at Halogen Foundation, and helped establish Singapore's first deep-tech venture-building programme as its first local hire. He is an Obama Foundation Leader and served as Head Facilitator of the programme's inaugural Asia-Pacific cohort, and is an ASEAN Youth Fellow.

Tim started working at sixteen, which continues to shape his interest in the people and moments that change what someone believes is possible. He lives in Singapore with his wife and two daughters, runs a small dinner series bringing young people to tables they might not otherwise be invited to, and remains convinced that no one is genuinely self-made.
