As Chairman of the Singapore Totalisator Board (Tote Board), Mrs Mildred Tan spearheaded the transformation from a traditional funder into an impact-driven changemaker. Recognising that addressing increasingly complex social challenges requires more than good intentions, she led the adoption of an organisation-wide Impact Measurement Framework that shifted Tote Board from traditional grantmaking to evidence-driven, outcomes-focused giving, redefining how public-purpose funding creates lasting social change.
Under her leadership, Tote Board has strengthened its partnerships across the people, public and private sectors, and catalysed innovative programmes that deliver measurable impact. To date, Tote Board has supported more than 90 strategic programmes and over 3,500 fundraising projects, benefiting more than 1.5 million people across Singapore. These efforts have culminated in the launch of Better Everyday by Tote Board, a unifying brand that reflects Tote Board’s commitment to build a more caring and resilient Singapore.
Beyond Tote Board, Mrs Tan is a member on the Council of Presidential Advisers and the Board of Trustees of the Singapore Business Federation, and the Chair of the SUSS Board of Trustees. She sits on the Boards of the Philanthropy Asia Alliance, Wing Tai Holdings, AIA (Singapore), National University Health System (NUHS), OceanX Education, Inc., and the World Economic Forum's Global Future Council on the Future of Philanthropy for Climate and Nature.
She was a Nominated Member of Parliament from 2009 to 2011 and has been recognised by the Singapore Government for her distinguished public service with the Public Service Medal (2007), the Public Service Star (2014), and the Meritorious Service Medal (2025).
